in-season testing should stay, but the implementation needs to change.
why don't simply give each team a number of days allowed for in-season testing, at the circuit of their own choice (private test track included)? should they want to test more after their allocation day was finished, they have to pay compensation to all other teams as a penalty for exceeding their test day quota.
this will be a fairer way for all.
