Err what? This will give the teams an incentive to get out there and go for it. Just forcing them to set a time, as someone suggested, would give the teams an incentive to cruise around for a full lap, saving tyres as they go and forming dangerous moving chicanes as a bonus. You just have to ask the question WHY they choose to not run. The answer is that they feel they have more to gain from saving a set of fresh tyres than to go out and ruin them and gain maybe one or two grid places. Forcing them to go for it will never work, they might as well try and go as slow as possible (remember the "fuel burning laps", anyone?) then. The only way to make them go for is to make sure they have nothing to lose and all to gain from it. For that reason I think dedicated Q tyres are a pretty good solution.
