I think he's just sore and looking for excuses. The crash between Vergne and Kovalainen wasn't too bad. What caused the safety car, IMO, was the fact that Vergne then proceeded to head back to the pits, way too fast, and in the course of this destroyed the rear of his car and spread much more debris over a large part of the track than was necessary. We all saw the state of his car after it arrived at the pits. It was unrepairable. After this, I think the safety car was inevitable.
If he wants to blame anybody, blame the inexperience of JEV, who should have either stopped there or returned at a more moderate pace.
