It is a great and very exciting idea in theory, however despite being British Bernie is a Tax exile and has no idea how these things work. It would be an absolute nightmare to organise. Half of London would have to shut for several weeks before hand to put everything into place (armco, fencing, "kerbs" etc.). London is not Monaco, London is a place of great extremes, great wealth and great poverty and it would create havoc for everyone. Plus if you want to do it at night (as pictures seem to suggest) who is going to play the Electricity bill?. It'll never happen unless he uses his vast wealth to build a new city called "London" somewhere and put a racetrack in the middle. Why is he not dead yet?
