Thanks to the FIA rules/regulations regarding the freeze on engine development any differences in the power output of the four engines in use in F1 is not a factor in winning races for a team anymore, the very small (as talked about in F1 circles) power output differences (of a more powerful engine) will certainly have to carry the extra weight of the fuel for a race distance as any power output advantage means more fuel burned.
