chris. first of all, all drivers can adjust the balance of their brakes, and do this for almost every lap of the race.
secondly, vergne and perez were actually braking LATER than normal, as they were dicing for position. vergne was hardly going to brake early as he was trying to pass perez, and similarily, perez was trying to prevent a pass, and would not brake early. schumi locked up well before he hit vergne, so he was in fact the earlier braker.
penalty? well, there is consistency, but seeing that schumi has had a habit of rear ending others, actually feel that the penalty was not harsh enough.
as i said in an earlier thread, if that had been done by a rookie, several times, the result would have probably been a ban for a race or two
all credit to vergne for his actions!
