Ken this was also in the original statement: "Ms Asher said a 2011 economic impact statement estimated the event generated between $32 and $39 million, and another $35 million in media exposure." The initial costs are borne by the Victorian Govt but recovered through other sources. At the moment it does need a look at the Management process.
