They are too late to be back for 2014 with a new unit. Merc, Renault and Ferrari have a huge R&D time advantage even if they started today....although Bernie wants them scrapped. Besides, their last engine wasn't that good, no guarantees they'd be successful although the know a fair bit about F1 turbo engines.
