@F1 Fan - Webber 'out drove' Hamilton because Webber had either no or reduced power KERS for two-thirds of the race. Hamilton's steering wheel problem cost him one second in the pits, once. KERS was reportedly worth .3s per lap in India, so Webber was losing a second approximately every three laps. This is important because KERS makes a massive difference on long straights after a low speed entry. The point is not that Webber beat Hamilton by only 0.7s, it is that Webber was able to hold off a McLaren while his car was at significantly reduced power. BTW, there are two 'b's in Webber.
