it was probably deemed that the car could have returned under its own power, but since it had too little fuel left, it didnt matter the reason, as long as the car could have managed it back to the pits there was no excuse. The teams need a light in the cockpit for these kinds of events, in which case the driver crashes their car in to a wall.
