Fuel rigs are supplied to the teams by the FIA.
The fuel is chilled in the fuel rig, it is chilled to ten degrees C bellow ambient (rules).
Fuel shrinks in volume when it is chilled enabling more of it to be contained within each litre, and it (the chilling) got nothing t do with engine power.
Fuel rigs fuel the car with high precision (amount of fuel).
