Get real watch it again - Webber was clearly in front, he was hit in the rear wheel by Maldonado's front wheel, I wouldn't mind betting he didn't think a pass on the inside of Pastor would be safe?
In the second incident with Massa, Massa slid wide a bit and they touched. Both racing incidents, but to suggest Webber was responsible is ridiculous, Maldonado had room to turn in tighter, he might have some speed, but he still lacck that bit of race craft.
Interestingly Vettel and Button same scenario - Vettel on the outside no different except Button didn't shunt wider. How many times have we seen Webber & Alonso wheel to wheel fighting and not coming to grief through series of corners.
Both Webber & Grosjean then taken out - even bigger penalty. Webber's biggest problem (again) was his start which recently had been pretty good!
