If Ferrari isn't protesting at the top of their lungs, I can't imagine that there is any doubt that the overtake was legal.
As for taking out Perez... I'm of the opinion it was a racing incident, but even if the stewards thought about giving a drive-thru, what was it going to do? Move Seb from last to further last?! His car was already damaged and he was dead last, he'd already been penalized. And in the end, it wouldn't have made any difference... the safety cars would have negated anything else.
