"if you pass under yellow,someone should take action..." I don't think there's any evidence that Vettel did pass under the yellow. But let's assume for the sake of argument that he did. In that case the appropriate punishment was to be given a drive-through penalty at the time. NOT days after the race ended. A drive through at the time would have had zero impact on the outcome of the race. Vettel would still have finished exactly where he did. But let's make another assumption for the sake of argument - that Vettel would actually have been in eighth place with a penalty. Then RB simply calls Webber in, Vettel moves up to seventh and still takes the title.
