Why would a man who has lost more places at the start be promoted to number 1 spot? The only reason he is there is because he struggles to beat Vettel and they don't want a better driver taking his place who wipes the floor with Vettel.
There is no logical reason he has kept that seat other than he is a good no 2 support driver.
