Teams like HRT, Virgin and Team Lotus, would never have entered F1 knowing that the proposed budget cap of 40 million pounds was not going to be in place. It's credit to them that they have survived for so long. Companies like Prodrive were excluded because they had already made it clear that their survival would have probably been much shorter in length than HRT'S, due to David Richards previous proposal that customer cars were the only way they could afford to go racing in F1.
