The FIA didn't see a problem with the move so didn't investigate it, they only investigated it when Alonso asked them to look at it. Also it's not just this time Alonso has been a little less than a sportsman, he has a long line of questionable incidents against his name, that''s why people don't like him. If he's good enough that's fine, if he uses others to cheat for him then that's not being a sportsman.
