This rule change was actually proposed by the drivers - the general consensus was because in practice they were engaging the DRS earlier and earlier to get faster and faster lap times it was actually becoming dangerous.
It can be easily said that the better the driver is the better they will be able to master and cope with the danger, but it is very easy to forget that they are human and will naturally get spurred on by the other competitors to push the boundaries even further and beyond their own extremely high capabilities.
