Im not sure on Kubicas injuries but i wouldnt think its the steering wheel thats the problem. A friend of mine shattered his wrists in a motorcycle crash and afterwards he had little movement which means to twist round his hand he has to move his elbow up or down.
No room to do that in an f1 car no matter what way the wheel is.
