This means nothing, he's probably just trying to put pressure on both the bulls and the turkish goverment at the same time.
What he's saying here really could be read both as "We will NOT be coming to Speilberg unless you're prepared to cough up a LOT more!" and as "We really want to come to Istanbul, really, all we need is for the government to push in just a liiittle bit of extra cash. Turkish F1 fans, please take note of this!". Oh and of course also as "Rest assured, if you don't we will not be going anywhere.". I think he's just dying to get a proper bidding war going.
...and hey, there's always his own circuit of Paul Ricard to go to if noone else wants to pay. A real win-win for Bernie, this.
