golden oldie. instructions are not given to the marshals to wave green flags. rather it is they who are mandated to wave the green flags once they see the obstruction is cleared. they then provide the order for the lights to go off. that can take a number of seconds as it is relayed to a central operator.
in other words, marshals are the arbiters, NOT the lights. flags are mandatory, lights are advisory.
but i see where you are coming from. there should be NO delay
