richard - F1 is a multi-billion business - surely training up 20 professional people (not necessarily from motorsport) to the requirements is not beyond the FIA - lets face it - those in senior positions are already skilled decision makers, so the training should not be so onerous, and with a driver steward as is already the case, and the all-important consistency and transparency should surely be possible.
