Pushing the boundaries should be encouraged in any industry/sport and not be seen has cheating, and like any sport we need a governing body or arbitrator who will determining if rules are being broken, as far as i know the FIA with all their ecu's which is monitoring how many parameters on a car, race scrutineers, stewards etc has not labeled the Red Bull racing team cheats..
