Rob01 seems close to the money on this one. It looks like Bernie, in customary Bernie fashion, is trying to get some leverage in his negotiations with the FIA by saying that he doesn't need them at all. I would be surprised if the commercial terms already agreed with the teams did not implicitly, if not expressly, require F1 racing to be conducted under the auspices of the FIA, so I think this is probably some negotiating hot hair from the Master of Negotiations.
