Toyota, Honda and BMW left because of lack of results. Had they been winning teams they would still be on F1. They can all easily foot the bills for years of F1 racing, and pay all their drivers.
Had Mercedes won about 4-5 races every year since 2010, and had maybe 1 championship in those 3 years. The money issue would never have surfaced.
Since 2010 Red Bull's owner had said they would do do whatever it takes to win the title. They spend the most but because of positive results, the spending is a non-issue for them.
