Google that quote and you will see the sources, including the BBC and the official F1 website.
The Guardian also has him saying the following: "I know we made a very big financial offer, bigger than I believe any Formula One driver is enjoying today."
Another BBC article: "The offer that we made was higher I believe than any other driver in F1 is currently receiving or will receive next year."
I looked for a reference to the offer being relative only to the current drivers 'on the market', but couldn't find one. He appears to say "any" driver.
My conclusion involves interpreting quotes rather than hard numbers, but it would appear McLaren improved their original offer from a pay cut to the best pay deal in F1 of "any" driver, in the face of Hamilton's defection to Merc. I can't find any public source that claims McLaren's final offer to Hamilton would have amou
