Scaling an engine from 95mm to 80mm bore is not rocket science - maybe difficult for some to understand, but not difficult to achieve. It is done often by motor manufacturers, especially when they want to reduce development times.
Since 2007 IndyCar IZDO has been using ethanol - not methanol. Currently IndyCar IZDO uses E85 - an approximately 85 octane alcohol based fuel. It is a supposedly 'green' fuel based on vegetable derived alcohol, which could be used in normal gasoline engines and also current F1 engines.
