It wasn't a drainage problem mate.
The rain came down in a deluge and created rivers
over the circuit.
Not only once but repeatably. What you seen on T.V. was nothing like being there.
The circuit is long and one portion would dry out and in other areas it was pouring with rain at the same time..
The right decision was made I can assure you. No circuit could withstand the conditions and not be considered dangerous
