I always thought F1 was run in all weather conditions. Rain or shine. Other than monsoon like conditions, I don't recall qualifying or racing called because of rain. Rain will and does alter qualifying results, as well as race results. If the stewards were trying to eliminate the natural order of things, then they are wrong. If I want to watch contrived race results, then I'll start watching NASCAR. As for it being unsafe to run qualifying, driving to conditions will alleviate the safety concerns.
