Sam, read my latest two posts and you will understand how KERS work. The acronym KERS stands for kinetic energy recovery system, the KERS batteries are charged by the MGU which is rotated by the engine when the driver hits the brakes so KERS uses no more fuel than the engine needs to charge the batteries and yes it does have the effect of adding engine braking.
