It's pretty simple really, the drivers each have 8 engines for the season. Once a race is "over" the team tells them to back off in order to preserve those as long as they can. That's what RBR did with Mark and Seb, Mark listened, Seb did not. Seb eeked a few extra laps of full power out as a risk to get past Mark. Has Mark not been in saving mode he would not have passed so easily and they would've duked it out to the end harming both engines far more than they needed to.
