I think people are confusing team orders where the team tells someone to let their team mate overtake with the team playing out the long term strategies around engine management.
Quite simply put there are 8 engines per car, once you've won a race (which RBR had easily done as Mercedes had backed right off the chase) you spend the rest of the race conserving your engine and making sure nothing bad can happen to you in 3 races time.
What benefit does it give to RBR as a team to burn out two of their engines? If you want to see stuff like this go away we need 1 engine per race or at the very least an increase to the upper limit.
We may also need tyres that last more than 14 laps, although I think the tyres have spiced things up quite a bit.
