I don't think there should be team orders but the teams need both cars to finish so they can finish as high up in the constructors championship as possible because that means a larger share of the money at the end of the season. Also having two so called number ones works against the team because they take points off each other. However in this case Vettel is number one and Webber no matter how good he may be is there to get good points for the team so they can win the constructors championship It's worked for them so far and I don't see that changing especially as this is Webbers last year at Redbull.
