The problem is the current rules and strategy that teams employ. They cannot race from start to finish as the teams do not put enough fuel in the cars to do so, they also cannot race from start to finish as the tyre strategy does not allow for that. If they want to sort out the fuel issue then give all teams a minimum of fuel that the cars must carry for the race, this will stop the need for fuel conservation. If tyres are an issue then enforce a minimum amount of pitstops. Then you might be able to get teams to race from start to finish. Without this the top teams will just want to get to the front and control the race, the fuel and the tyres.
