F1 is a team sport. It always was. Team orders have always existed, even when they were not allowed - refer to Schumacher / Massa, Irvine etc... The FIA was forced to make team orders legal again because Ferarri and others were always going to ignore this rule anyway. Bernie knows this but has made this statement because he doesn't like the bad publicity and the spoiling of his "show" because it may have a detrimental effect on his bottom line during the rest of the year. It's either legal or it's not. Bernie needs to make up his mind which way he wants the rules to work and manipulate them accordingly.
