Richard, There was a specific order for them to hold station, Helmut Marko told Seb to hold his position because they were unsure of the tyre wear.
As for Webber not saying sorry, he may not have said sorry at Silverstone 2011 but he did in 2010 after the whole front wing saga. Horner did say at the time they had a talk and he apologised for it.
There has been one thing though that Webber has not done that Vettel has, lie about it stating he had no idea about the order to hold position.
