Actually, "Team order" was banned until 3 years ago at the 2010 Hockenheim Grand Prix when Ferrari used it to favour Alonso against Massa. Massa was leading Alonso to the finish lane for a 1-2 Ferrari win when he was ordered to pull over. Remember the most commented "Massa, Alonso is faster than you", "good lad" etc...? The sad part of this was the fact that Massa was on his way to winning the race, exactly at the first anniversary of his life-threatening injury.
After that incident in which Ferrari was found guilty of bringing the sport into disrepute after investigations and fined $100,000 by the stewards on the spot, FIA decided to reinstate team orders instead of punishing Ferrari any further.
