Richard, sorry but I don’t see it that way, as I believe the (save fuel) thing was all BS (detractor) for a safe points haul.
It (the save fuel) order/instructions was much more in vogue/used some time ago when engines started to be used for more than one race, fuel saving mode (there are more than one level of setting on the steering wheel) simply means lower maximum engine revs with correspondingly lower shift points, remember that the racing up shifts are done inside a 500 rpm bracket which falls in between 17500 and 18000 rpm where the engine is not producing any additional power to its maximum output.
