Horner has already stated that Webber had his engine turned down more than Vettel. There was no race, it was a steal. If there were no team orders it just wouldn't have happened. Webber and his engineer would have managed the gap rather than go into full-safety mode. I would love to get inside Vettel's head and understand just under what criteria Webber did not 'deserve' to win given the team had turned off and they were all meant to cruise home.
