"Changing them would be an unfair action to benefit some teams and compromise others." Changing them from last year was an "unfair action to benefit some teams and compromise others". There is only one reason to keep changing the tyres every year - to benefit some teams and compromise others. The "fairest" thing to do would be to leave the tyres alone - just as the engine specs have been "frozen" for the last several years.
