There are more ex-pats in Thailand than any other country in Asia. I hope Bernie is not banking just on this stat.
I think the Philippines is a much better pick. The government is not as corrupt as it used to be. They had a former Formula 3 Grand Prix winner in Dodjie Laurel, who won the Macau GP 2x. The same GP that Senna, Schumacher and Coulthard bagged during their prestigious careers. And Filipinos love big events, such as international concerts, boxing and mma fighting. They also undeniably adore cars.
And most importantly, it just surpassed India in outsourcing, which means that there are more Filipinos now who can actually afford to come to the races.
