Make changes to cure the delamination problem - this a safety issue after all. But nothing else. So RBR can't exploit all the downforce available to them - well tough. Like all the teams, design your car for the tyres, not the other way around. Lotus, Ferrari and Force India, and others seem able to cope (and Mercedes problems don't seem specific to this year's tyre spec). Everyone should suck it up for 2013, and then start next year with new spec tyres, along with all the other changes. I just hope that the pressure from Ferrari and Renault is enough to force Pirelli to do an about face.
Oh - and Pirelli may well have said they got it "wrong" (personally I think not). But the fact remains that this spec of tyre was the one ALL teams used to design their cars. So leave them that way. It will only be RBR and their fanbase who will be upset - again - tough.
