There has always been some constraint or other to prevent one team getting a huge advantage and the simplest way to do that is to hit the common ground. Two items are common to all teams - one is the amount of fuel, the other is tyres.
The current fashion seems to favour the use of tyres as a control although with the change of engines it is not inconceivable that the maximum amount of fuel could be reduced which would lead to more howling However, as these are the only 2 items common to all then if one team is suffering worse than the rest, it is likely to be that they either failed to build the car to match the tyres or failed to put in sufficient fuel. In either case it is up to the team to sort out the problems, not to try to get rules changed to suit them.
