Well as the other teams knew nothing of the test I think it's safe to say they weren't offered the chance to test as the FIA has stated was part if the agreement.
Also, Pirelli is supposed to carry out the test, not the team. As both Hamilton and Rosberg actually tested, it again looks like a breach of the agreement.
Looks like Mercedes could be in deep doo doo!
