@elijah I think what Phil is getting at is this... It's not just the fact that rules have been broken, but by braking the rules, if they indeed have, they have gained an advantage that they can't un-gain, so to speak. They can't unlearn what they learned about their cars and the tires. If the others are allowed to test as well, the balance may be redressed.
