Ross Brawn definitely knew what he was doing and took a calculated risk. Just doing what he did in his Ferrari days with the current FIA president Jean Todt, Bridgestone comes to mind.... Guess he thinks they can get away with it or the advantage Merc gained far outweighs whatever penalty the FIA might impose. 1000km is more or less 3GP races, they should be given a 3 race ban starting from Canada, so other teams can get the equivalent of data Merce gleaned from the testing.
