zib. from what we know at present, it appears that fia did in fact warn Pirelli and merc, but they chose to ignore the fia conditions. what we don't know so far, is whether the fia had an observer at the test, as they are obliged to do. if there was one, then the fia are equally to blame. if there wasn't an observer there, it puts far more blame on merc as they would have known that one was required
