Seems like only one real explanation. If Mercedes did well with the new rubber at Montreal, this controversy would have exploded. So, now they can say all the teams got a chance to "test" the revised rubber. Of course, it's not equal to having three days and a 1000km, but it's the best they can manage at damage control.
