@ Uncle Sam, it helps to read and understand before handing down a judgement. Test data belongs to Pirelli and while some data will be shared with F1 much of it is proprietary and is the exclusive property of Pirelli, small matter of patents, copyright etc. The teams have certain rules, Pirelli also has certain rules and for them to cooperate as required, the rules cannot be applied as they seem to be contradictory . This would be like wanting a guy to stop by telling him to go. Hope this helps you a little.
