The long term contract BE is talking about is not for the supply of tyres to the teams but for trackside advertising from 2014 to 2018.
This time the next tyre supplier will be chosen by the FIA after a proper tender (as per the sporting regulations) would be issued, that’s why some teams did not signed with Pirelli yet.
When Pirelli came in no tender was issued and they signed with FOM and the teams.
The FIA international tribunal have no jurisdiction over Pirelli.
A month ago Michelin were speaking to teams and ran a campaign on twitter asking fans if they would like to see Michelin back.
